Infrastructure "package"? only 500 mln and for what?

Is it only me, or something IS wrong here... 500 mln? For building 69 state houses and something else…? Is this infrastructure? What are they thinking? 500 mln is nothing, in the first place. Secondly, NZ needs a major overhaul of its road/railway networks so goods can move faster, trucks use less gas, etc… (can you think of another OECD country where 650 km by train (AKL-WLG) takes 12 hrs?...). Thirdly, insulate and double-glaze all NZ homes and there will be minimal if any heating required for such climate. Can you imagine how huge savings on power would be? Take ~400,000 households blasting heaters and overspending minimum $100 per cold month, and still little comfort. If government wants to create jobs and help new zealanders during tough times - retrofit the whole housing stock first! But no, instead they want superfast broadband for everyone. I am sure that private sector will take of that themselves.
