I have lived in flats for the last 4 years. No flat I have been in has been insulated. They are impossible to heat without drastic measures and huge expense.

This puts pressure on our health system. Increased sick leave decreases the nations' productivity. This effects us all more than would be apparent.

So long as there is no demand for insulated flats, then there is no incentive for landlords to supply it. It costs real money to provide a weathertight insulated house, and the government funding is often lacking in who it will supply. If you will... see details

"Be more selective is fine but it does not solve the problem. I face the same circumstances but have a rental company so can't even discuss the issues with the landlord. It is an issue - I guarantee that tenants leave as a result. Factor in the cost of 1-2 weeks vacant property every two years to the cost of insulation, and the decreased reliance on power. It just doesn't make sense not to insulate."

"In regard to the "Be more selective" solution I would like to point out I have been a student the past 4 years. The reason I point out I was a student is because, well, we can't be selective. Most students can't get the student allowance (which is only $180 last I checked) leaving only the student loan. The student loan is capped at $150. That is $150 to live off. $150 into rent, power, food, clothes, footwear, buses, internet, phone. $150 wasn't much back when my sister was at Univ..."
