Abuse of T2 lanes

I drive into the city on a daily basis, and i use the T2 (Transit Two) lanes which are designed to allow people who are car pooling to work to get onto the motorway faster etc... On an almost daily basis i see people who are NOT car pooling use these lanes and block them up, defeating the purpose of them! Not only this, i have seen the police witness this and take no action. What is the point in having these if they are not used correctly and if the police don't even care!
