Please understand me right. I think the best solution would be a change in kiwis' mentality. What ingenuity are we talking about when the housing sector, for example, is some 50 years behind compared to other developed countries? I read someone in insulation business suggested to "just do your room that you spend most of the time in". Here lies the biggest problem - why would anyone even suggest that - it's like driving a car with one of the windows missing? If you want a warm home, you can't leave some parts of it uninsulated!
