Energy consumption and new homes

There needs to be a law passed quickly for new houses to make them more energy efficient. Until it is law developers will refuse to spend the extra money on extra batts or double glazed windows or solar water heating because these are all things that cost them more money now.
These are small things that will make a big difference to the people living in these buildings and will contribute to less energy consumption
