Unfortunately with issues like these, the only thing that is going to help out is more government funding, or even better placed government funding, i've noticed that schools in lower socioeconomic areas get better funding, as far as computer resources go. I personally believe that computers are not a huge priority on schools, as the basic core syllabus can be taught and has been taught without the need for 1 computer per child in a school.
