I think as our (NZ) web sites become stronger, then more advertisers will be attracted to those sites, however this is somewhat chicken and egg as it take money to run a site, to get traction and become main-stream.
http://www.iab.org.nz/resources/online_ad_spend/ have some very good details and stats re:on-line ad spend, and the trend is very encouraging.

I'm not sure if Govt could legislate on this, but it could start by spreading some of it's own spend to local sites.
