Police Quota system

The way that would manage the "quota" system that appears to be ineffect would be to have the reimplementation of the dedicated traffic police, with slightly extended powers to be more useful in stopping other crime than driving offences. This would mean that Police would work the crime that is of more danger to society, such as assaults, murders and burglaries. This would also help in the ability to have other Police working within the more important role of prevention through awareness.

The other way to modify the quota system is for the government and upper echelon of the policing hierarchy to not look at it in the light of it being a business but as a public service that has paid jobs. Fines are only needed to be put in place for those offenses that truly do warrant it, not for offenses that don't such as the fine that is in place for not indicating off of a Round about.
