Step One - Terminate Truancy

First thing to do is to make sure all school kids are in school during school hours. Through our ongoing Terminate Truancy campaign (http://www.cepnz.co.nz/terminate.html), truant-free-zones are being established in CBDs of towns throughout the country. This means that kids will know that they will be reported and not served by shops in their area. Hopefully they will soon learn that they will not be able to hang around in shopping malls where these "gangs" hang out and stay in school each day. If they are where they are meant to be there will be less chance of associating or fighting with undesirable people.
